About

The Office of Building and Construction makes sure buildings follow Allentown's codified ordinances and Pennsylvania's Uniform Construction Code (PA-UCC). We review plans, give permits, and check the work to ensure safety. We're here as a one-stop shop to help developers and property owners understand construction rules. Depending on your project, you might work with different city departments.

The Property Development Process

Step 1: Check Planning & Zoning

Figure out if you need permission for the type of building you want.

Step 2: Understand Building Code Requirements

Talk to us at the Building Construction Office about what rules your project needs to follow. We'll tell you if you need permits and plans. Make an appointment before you visit.

Step 3: Apply for Permits

If needed, submit your plans and apply for permits.

Step 4: Plan Review

For simple projects, you might get your permit right away. But for bigger projects needing a detailed plan review, it could take a few days. Call for an appointment.

Step 5: Get Your Permit

Once your application is approved, pay for and collect your permit. This paper allows you to legally start building. Put it where it's visible from the street.

Step 6: Inspections

Ask the inspector listed on your permit to check your work. There are specific rules for inspections.

Step 7: Final Approval

Finish your project, pass the last inspection, and the inspector will send you a Certificate of Occupancy.
