Managing Director
Joseph M. McMahon III

Joe McMahon was confirmed as Managing Director by City Council in May 2018.  Joe is a veteran of city government having served as Allentown’s manager of operations in the water resources division and later manager of water resources for a combined 18-of-his-24-dedicated years. He has also served as projects manager and later operations manager for Lehigh County Authority and the Whitehall Township Authority.  Joe holds a B.S. in Environmental Resource Management from Penn State University, a Mastering Management Certificate from the American Water Works Association Advanced Management Institute at Utah State University, and an Associate Degree in Business Administration from Lehigh Carbon Community College. He has also completed some course work toward a Masters of Management at Penn State.

Communications Manager
Mike Moore

Mike Moore has served as communications manager for the City since 2007, developing internal and external communications, serving as liaison to the news media and drafting public statements on behalf of the mayor. Moore is a veteran of municipal government and news reporting. He served six years as administrative assistant in the mayor’s office in the City of Easton. Mike spent 18 years in the news department of radio station WEST in Easton, including 13 years as News Director, and served two years as Web News Manager for WFMZ-TV.  Mike is an alumnus of Seton Hall University where he earned a B.A. in Communications.

Executive Secretary to the Mayor
Karen Lore

Karen Lore is the Executive Secretary to the Mayor.  Karen had accumulated several years of business experience before coming on board with the city in March 2000. Karen worked in the Finance Department-Tax and Utility Systems prior to joining the mayor's office. Karen oversees the daily functions of the mayor's office including responses to written and telephone inquiries from constituents and communications with external organizations and city government departments, bureaus and related agencies.

Special Assistant to the Mayor
Ismael Arcelay, MBA

Ismael Arcelay serves as Special Assistant to the Mayor. Ismael served on Bethlehem City Council from 2003 to 2006. During a distinguished career at AT&T, Arcelay served as National Communications Director for the Hispanic Employees of AT&T. Later, Arcelay worked as Marketing and Communications advisor for Reeb Millwork Corporation. Arcelay was a member of Pennsylvania Human Relations Commission from 2009-20012.  Arcelay served as V.P. Government and Community Affairs for the National Society of Hispanic MBAs (NSHMBA) and is also an adjunct professor in the School of Business at Lehigh Carbon Community College and at Northampton Community College. Arcelay also teaches at the Frackville and Mahanoy State Correctional Institutions. He is a graduate of Muhlenberg College, and holds a Master's Degree in Business Administration from Kutztown University.  Ismael is presently completing his degree, Doctor of Business Administration (DBA) at California Southern University.

Administrative Assistant
Mary Viola

Mary Viola is the administrative assistant in the mayor’s office. Her duties include administration of all 311 App contacts and immigration assistance requests coming into the city. Mary came to city government as Right to Know Officer in February 2016 and became the administrative assistant in the mayor’s office in January 2017. Mary has extensive legal office experience serving as a paralegal/legal assistant and as an office administrator/manager in law firms throughout southeastern Pennsylvania. She is currently attending Lehigh Carbon Community College for criminal justice.
