Communications Manager
Mike Moore

Mike Moore has served as communications manager for the City since 2007, developing internal and external communications, serving as liaison to the news media and drafting public statements on behalf of the mayor. Moore is a veteran of municipal government and news reporting. He served six years as administrative assistant in the mayor’s office in the City of Easton. Mike spent 18 years in the news department of radio station WEST in Easton, including 13 years as News Director, and served two years as Web News Manager for WFMZ-TV.  Mike is an alumnus of Seton Hall University where he earned a B.A. in Communications.

Executive Secretary to the Mayor
Karen Lore

Karen Lore is the Executive Secretary to the Mayor.  Karen had accumulated several years of business experience before coming on board with the city in March 2000. Karen worked in the Finance Department-Tax and Utility Systems prior to joining the mayor's office. Karen oversees the daily functions of the mayor's office including responses to written and telephone inquiries from constituents and communications with external organizations and city government departments, bureaus and related agencies.

Administrative Assistant

Latoya Mitchell joined the mayor’s staff in September 2020. She comes to the city with over 10 years of experience as an administrative secretary assisting the Chief Medical Information Officer and served as the EPIC Coordinator most recently at Lehigh Valley Health Network. Latoya manages Allentown’s 311 Quick Report application as well as responds to constituent inquiries. Latoya holds an Associate Degree of Applied Science from Lehigh Carbon in Human Resource Management and also serves as a member of the Allentown Arts Commission.

Solicitor
Matthew Kloiber
Matthew Kloiber was unanimously confirmed as City Solicitor by City Council in June 2019.  A lifelong resident of Allentown, Matt came to city government as Assistant Solicitor in December 2017.  Matt has been admitted to the United States and Pennsylvania Supreme Court bars and the Eastern District of Pennsylvania.  He is a member of the Pennsylvania Bar Association and the Lehigh County Bar Association.  Matt served as Assistant City Solicitor in Bethlehem and First Assistant County Solicitor in Berks County.  Matt has also served as a law clerk in Lehigh County Court, Commonwealth Court and U.S District Court.  Matt earned his J.D. from Dickinson School of Law of Pennsylvania State University and was awarded a Master of Laws from Temple University Beasley School of Law.
