Chief Operating Officer
Leonard Lightner is the Chief Operating Officer for the City of Allentown. He's worked for the City since 2008 in various capacities as the Housing Supervisor, Risk Manager and most recently as the City's Community and Economic Development Director. He's also a retired U.S. Army veteran. Leonard holds a bachelor’s degree in Business Administration from Muhlenberg College and a master’s degree from Moravian Theological Seminary. He is currently pursuing a doctoral degree in Organizational Leadership from Liberty University.
Genesis Ortega is the Communications Manager for the City of Allentown. She previously served as Regional Affairs and Politics Reporter as well as an on-air TV personality for PBS39 and WLVR News 91.3 FM. Prior to that, she worked for former U.S. Congressman Charlie Dent. Genesis, who is multilingual, was born in Dominican Republic and moved to Allentown with her family when she was 9 months old. She’s a graduate of Allentown Central Catholic High School and earned a bachelor’s degree in International Management and French from Moravian College.
Marketing & Social Media Manager
Chelsea Koerbler is the Marketing and Social Media Manager for the City of Allentown. She previously worked as a reporter and anchor at NBC, CBS and Fox stations in Harrisburg, PA, Evansville, IN, and Lewes, DE. Chelsea was born in Allentown and grew up in Palmerton. She earned a bachelor’s degree in Journalism from Temple University.
Executive Secretary to the Mayor
Connor Corpora is the Executive Secretary to the Mayor. He most recently served as the Lehigh Valley Regional Manager for U.S. Senator Bob Casey for the past six years. In that position he was the Senator’s liaison to various government, community, and constituent groups in the greater Lehigh Valley region. Connor is a graduate of Easton Area High School and holds a degree in Political Science from Penn State University.
Special Assistant to the Mayor
Michaela Boyer is the Special Assistant to the Mayor. Michaela, who’s Puerto Rican, was born in Allentown and a graduate of Parkland High School. She earned a bachelor’s degree in Political Science from Muhlenberg College, where she had the opportunity to study abroad in Cuba and intern for Congresswoman Susan Wild.
Matthew Kloiber was unanimously confirmed as City Solicitor by City Council in June 2019. A lifelong resident of Allentown, Matt came to city government as Assistant Solicitor in December 2017. Matt has been admitted to the United States and Pennsylvania Supreme Court bars and the Eastern District of Pennsylvania. He is a member of the Pennsylvania Bar Association and the Lehigh County Bar Association. Matt served as Assistant City Solicitor in Bethlehem and First Assistant County Solicitor in Berks County. He has also served as a law clerk in Lehigh County Court, Commonwealth Court and U.S District Court. Matt earned his J.D. from Dickinson School of Law of Pennsylvania State University and was awarded a Master of Laws from Temple University Beasley School of Law.
