The purpose of this publication is to provide design guidance when developing a new or modifying an existing traffic signal in Pennsylvania.
PennDot Pub.212 - Official Traffic Control Devices
The purpose of Chapter 212 is to adopt the National MUTCD, to establish new regulations regarding additional study requirements, warrants, principles and guidelines not included in the MUTCD; and to establish greater uniformity for the design, location and operation of all official traffic signs, signals, markings and other traffic-control devices within this Commonwealth.
PennDot Pub.213 - Temporary Traffic Control Guidelines
Publication 213 applies to contractors; utilities; Federal, State, County, and Municipal governments; and others performing construction, maintenance, emergency, permit work, utility work, or any other type of work on highways or so closely adjacent to a highway that workers, equipment, or materials encroach on the roadway or interfere with the normal movement of traffic. This also includes any special event that necessitates the need for temporary traffic control.
PennDOT Pub.108 - Sign Foreman's Manual
Approved traffic signs are identified in this publication in sign standards that show the shape, color, dimensions, legends, application and placement of approved signs. The sign standards in this publication are in conformance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) and shall be used in lieu of signs found in the MUTCD.

Technical Information Sheet 140 - Multiway Stop Sign Installation
STOP signs are one of the most common traffic signs and also one of the most often misused In particular, multiway STOP signs are commonly placed in an effort to control speed on local streets. Multiway stop control should be used where the volumes of traffic on the intersecting roads are approximately equal. This type of traffic control can be an effective method for improving a hazardous location or controlling traffic congestion and safely assigning right-of-way.
