Public Notice: Annual Action Plan

  • Public Notice: Annual Action Plan
April 23, 2026

The United States Department of Housing and Urban Development (HUD) requires communities to develop a Consolidated Plan to receive funding through many federal housing and community development programs. In its Consolidated Plan, the City of Allentown estimated the housing needs of its extremely low-, low-, moderate-, and middle-income residents and assessed the availability of resources for addressing those needs. Based on this information, the city developed a five-year strategic plan and is proposing a One Year Action Plan for meeting designated needs. This One Year Action Plan will serve as the application for the Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grants Program (ESG) funds. Below are the proposed allocations, which serve as an outline for the January 1, 2026 – December 31, 2026, Annual Action Plan.

A 30-day public comment period for the Annual Action Plan will begin April 23, 2026, and will conclude June 1, 2026.  Anyone interested in providing written comments may direct them to Teri Dakuginow, Grants Manager, via email at  Grants@allentownpa.gov
