Security Camera Funding Available

Allentown businesses can enhance their security through the city’s SCAN program.

Mayor Ed Pawlowski, Police Chief Keith Morris, Assistant Chief Glen Dorney and Daniel Diaz from the City’s Department of Community and Economic Development detailed the program at a morning news conference today in City Hall.

The purpose of the SCAN – Security Camera Assistance Network - program is to assist Allentown-based businesses to fortify their existing security initiatives with video surveillance. Video surveillance has proven to be effective in the deterring, capturing and prosecution of criminal activity. The SCAN specified video surveillance system will assist the Allentown Police Department in further reducing criminal activity within the City by making video available to them when a crime has been committed within the business’s vicinity. The program awards applicants up to 50% of the total cost of the surveillance equipment and installation, for a maximum reimbursement of $3,000 for a single commercial property. In all, $30,000 in matching funds are available.

“Our crime fighting efforts have been greatly enhanced by our street camera program,” said Pawlowski. “This program will aid retailers and other small businesses that want to improve security, but have been unable to find the funds to pay for a camera system.”

Morris said, “One of the pillars of community policing is partnering with our stakeholders in problem solving. Assisting with investigations so that the police department can successfully solve crimes is a key factor in this partnership as it gives piece of mind to victims and establishes trust with the department. The SCAN program is a perfect example of how police departments and their business community can support each other in order to achieve this goal.”

Applications are available by calling the City’s Department of Community & Economic Development at 610-437-7610.

Applicants must be in good standing with the City. (Current on city taxes, fees and licensing, no pending litigation, and have matching funds).

The application will require:
a. Pictures of the building indicating where the surveillance camera will be located, and at least one picture showing the entire façade of the building.
b. Documentation from the property owner (if not the applicant) authorizing the proposed work.
c. Two estimates from licensed vendors detailing the SCAN Minimum Specified System. (Two exterior cameras, two interior cameras and a digital video recorder (DVR). The application contains a list of requirements for surveillance system equipment.

Allentown Police Department and DCED representatives will review the application and determine grant awards based on a criteria outlined scoring grid.

Prior to the camera installation, the selected licensed vendor must contact Allentown Police Department to review and confirm the compatibility of the equipment with the department’s software.
