Property Tax Steady for Tenth Year

Allentown Mayor Ed Pawlowski delivered his proposed 2015 city budget to City Council today. The budget calls for nearly $97MM in spending and effectively holds the composite property tax rate at 8.42 mills for a tenth consecutive year! A county wide reassessment became effective in 2013. The composite property tax rate was 17.53 mills in 2012.

In his message to City Council, Pawlowski said, “The proposed 2015 Budget and Program of Services will see a continuation of the austere spending and employment practices we have pursued these past nine years. It maintains and even in some cases expands city services while reducing costs where appropriate.”

Pawlowski said, “As promised, the 2015 budget lowers the cost of doing business in Allentown. This proposed budget reduces the Act 205 Earned Income Tax rate for non-residents from 0.33% to 0.28%. We expect to continue to phase out this tax as all the positive initiatives that have occurred with the city in the last eight months begin to provide additional revenue sources to the budget in the months and years to come.”

The Business Privilege Tax remains stable, as does the $52 Local Services Tax. The Refuse Collection Fee remains flat.

The 2015 spending plan bolsters Pawlowski’s continued commitment to enhance public safety, allocates funding for needed public works equipment and improves the city’s information systems.

Pawlowski will formally present the budget to City Council on Wednesday, November 5 at 7pm.

Pawlowski thanked the directors of the city departments, bureau managers and supervisors for their intense review throughout the budget preparation process. “They devote a lot of time pouring through the numbers to help formulate a budget that continues to provide Allentown taxpayers with outstanding services at reasonable costs.”
