Mayor's Message on Parking Authority

Allentown City Council will review an ordinance, proposed by the Administration, at its meeting Wednesday, March 15, that would amend the 2023 General Budget to transfer $10,000 from the unappropriated balance to the Mayor's Office for an analysis of the Allentown Parking Authority.

“I delivered an ordinance to City Council this week requesting funds to hire a consultant to provide the City with a legal and policy analysis of the Allentown Parking Authority,” said Mayor Matt Tuerk. “The goal of the study would look into how to move forward with the ongoing delivery of equitable and efficient parking services in the City of Allentown.”

Mayor Tuerk also shared a memo with Council to further explain the reason for this analysis through a resolution:

Resolved by the Mayor of the City of Allentown, That 

WHEREAS, the City of Allentown created the Allentown Parking Authority (APA) nearly 40 years ago, and our City has dramatically changed since that time. The APA was formed to meet the needs of a growing and changing city and to provide equitable and efficient parking services; and 

WHEREAS, the APA is a quasi-public agency that is charged with the enforcement, management, and operations of an on-street parking system. It operates independently without requiring the direct oversight of the City and is not controlled by annual appropriations; and 

WHEREAS, the administration of the APA has—through its actions—shown the flaws of an independent authority tasked with managing a critical need of Allentown residents. The APA executive leadership has provoked anger in our citizenry by disregarding the interest of the people; and  

WHEREAS, the APA has pursued a path which suggests that it is driven by revenue. The Administration has needed to intervene on behalf of residents and stakeholders. This lack of proactive collaboration is damaging to the residents of Allentown; and 

WHEREAS, the Mayor and his Administration see a need to step in to support the best interests of the people of Allentown due to a lack of accountability and transparency. This unchecked power forces us now to act; and  

WHEREAS, the Vision 2030 Plan, as approved by City Council, asks the City to seek novel approaches to addressing the parking needs of Allentown’s many stakeholders under the guiding principle of welcoming people to the City; and  

WHEREAS, the City of Allentown seeks to inform its decision making with the best available data, and there is significant value in understanding all available options when making consequential decisions; and 

NOW, THEREFORE, BE IT RESOLVED that the Administration requests funds for the study of the question of how to move forward with the ongoing delivery of equitable and efficient parking services in the City of Allentown.  

BE IT FURTHER RESOLVED, the Administration requests support from City Council and the people of Allentown in answering this question and collaborating on a solution to the problem.   

 

Allentown City Council's meeting will be held Wednesday, March 15 at 6:30pm at Allentown City Hall. The proposed ordinance is available online, as is City Council's livestream, at https://allentownpa.legistar.com/Calendar.aspx.

 

El Concejo Municipal de Allentown revisará una ordenanza, propuesta por la Administración, en su reunión del miércoles 15 de marzo, que modificaría el Presupuesto General de 2023 para transferir $10,000 del saldo no asignado a la Oficina del Alcalde para un análisis de la Autoridad de Estacionamiento de Allentown.

“Entregué una ordenanza al Concejo Municipal esta semana solicitando fondos para contratar a un consultor que proporcione a la Ciudad un análisis legal y de políticas de la Autoridad de Estacionamiento de Allentown”, dijo el alcalde Matt Tuerk. “El objetivo del estudio analizaría cómo avanzar con la prestación continua de servicios de estacionamiento equitativos y eficientes en la ciudad de Allentown”.

El alcalde Tuerk también compartió un memorando con el Concejo para explicar con más detalle el motivo de este análisis a través de una resolución:

Resuelto por el Alcalde de la Ciudad de Allentown, Que 

CONSIDERANDO QUE, la Ciudad de Allentown creó la Autoridad de Estacionamiento de Allentown (APA) hace casi 40 años, y nuestra Ciudad ha cambiado drásticamente desde entonces. La APA se formó para satisfacer las necesidades de una Ciudad en crecimiento y cambiante y también para brindar servicios de estacionamiento justos y eficientes; y 
 
CONSIDERANDO QUE, la APA es una agencia cuasi-pública que está encargo de la ejecución, administración y operaciones de un sistema de estacionamiento en la calle. Funciona de manera independiente sin requerir la supervisión directa de la Ciudad y no está controlado por fondos municipales; y 
 
CONSIDERANDO QUE, la administración de la APA—a través de sus acciones—ha mostrado las fallas de una autoridad independiente encargada de administrar una necesidad crítica de los residentes de Allentown. El liderazgo ejecutivo de la APA ha provocado enojo en nuestra ciudadanía al despreocuparse del interés del pueblo; y 
 
CONSIDERANDO QUE, la APA ha seguido un camino que sugiere que están impulsados ​​por sus ingresos. La Administración ha tenido que intervenir en favor de los residentes y de las partes interesadas. Esta falta de colaboración proactiva es dañina a los residentes de Allentown; y 
 
CONSIDERANDO QUE, el alcalde y su administración ven la necesidad de intervenir para apoyar los mejores intereses de la gente de Allentown debido a la falta de responsabilidad y transparencia. Este poder sin control nos obliga ahora a actuar; y  

CONSIDERANDO QUE, el Plan Visión 2030, aprobado por el Concejo Municipal, solicita que la Ciudad busque nuevas maneras para abordar las necesidades de estacionamiento de las muchas partes interesadas de Allentown bajo el principio de dar una mejor bienvenida a la Ciudad; y 
 
CONSIDERANDO QUE, la Ciudad de Allentown busca informarse con los mejores datos disponibles, y hay un valor significativo en entender todas las opciones disponibles antes de tomar decisiones consecuentes; y  
 
AHORA, POR LO TANTO, se resuelve que la Administración solicita fondos para el estudio de la cuestión de cómo adelantar el servicio de proveer estacionamiento justo y eficiente en la Ciudad de Allentown. 

SE RESUÉLVE, ADEMÁS, la Administración solicita el apoyo del Concejo Municipal y de la gente de Allentown para responder a esta pregunta y colaborar en una solución al problema.
