Pocket Park Ceremony Honors Hilliard

Former city Finance Director and Allentown Parking Authority Board Chair, the late Larry Hilliard, was honored at a dedication ceremony today at the APA pocket park at 8th & Linden streets.  Some 30 persons attended the late morning ceremony, including Larry's widow, Hazel.

Mayor Ed Pawlowski and city Managing Director Fran Dougherty unveiled an inscription on the west wall of the park dedicating it to the memory of Hilliard.

Hilliard served as city finance director for three-and-a-half-years and remained a trusted advisor after his retirement.  He is credited with helping restore fiscal stability to the city. 

Pawlowski said, "Larry was never one to seek public credit for his efforts, but those of us who were there from the first discussions of any issue to the final decision know that Larry’s advice was critical and always was right on the mark."

City Controller and current Parking Authority Chair Mary Ellen Koval said, "Larry could always be counted on to help resolve a thorny fiscal issue, or calmly provide guidance about operational challenges. He could glance at a balance sheet and immediately identify challenges and opportunities and recommend action items to address any identified deficiencies. His mind worked at the speed of light and we all benefited from his insight."

Hilliard died suddenly this past December.  He was 68.
