Finance Department

The Finance Department ensures the financial stability of the city by managing all financial functions in an efficient, cost-effective and responsive manner. Under the leadership of Larry Hilliard, the finance department oversees long range strategic financial planning and provides city departments and the public with timely and accurate financial information, while assuring clarity and accountability.

Finance Director Lawrence F. Hilliard is an experienced professional accountant with a proven record of improving operating performance .He brings a strong reputation as a team builder and process facilitator to the city with strengths planning and budgeting, project management and leadership. A retired accountant for Air Products and Chemicals Inc., Hilliard is a former director of Administration for the County of Lehigh, a retired U.S. Navy officer, a certified public accountant, certified financial manager and certified management accountant. He earned his bachelor of arts in Accounting from Grove City College in Pennsylvania and a master's in accounting from Lehigh University

Payment of Tax Bills

Payments are accepted at the following locations:

  • City Hall – Room 110, during normal business hours
  • Yellow drop box, located outside of City Hall ; (checks only, please)
  • Wachovia Bank Branches

The City of Allentown offers credit card payments through “Official Payments Corporation”.
