PA UCC Customers
PA Uniform Construction Code Updates
take effect February 14, 2022
  • The 2018 editions of the International Codes adopted by UCC regulations, as modified by the PA UCC RAC, are to be used for construction project design, plan review and inspection purposes.
  • If your project was under contract for design or construction before February 14, 2022, you may submit plans and specifications based upon 2015 ICC Codes, with your permit application, through August 13, 2021. It must be accompanied by an executed copy of your contract.
  • 2017 ANSI 117 (Accessibility) and the 2021 IBC chapter 10 will become effective January 1, 2022.

Building Standards & Safety

The Bureau of Building Standards and Safety (BSS) facilitates the development and maintenance of affordable, decent, safe and sanitary homes, apartments and commercial structures to ensure every citizen has access to quality places to live, work and play in a tolerant environment, using the highest standards of customer service.

BSS is comprised of two divisions, or offices: Building Permits and Inspections, and Residential Property Inspections. It is also your resource for Trades Licensing.

 

Building Permits and Inspections

Building Permits and Inspections administers and enforces the City of Allentown’s building, plumbing and electrical codes, which apply to construction, alterations, use, location, occupancy or maintenance of all buildings, structures, and service equipment. The office reviews plans, issues permits and inspects the work.

 

Residential Property Inspections

Residential Property Inspections is responsible for the safety and maintenance of existing residential properties through the enforcement of the City of Allentown’s Property Rehabilitation and Maintenance Code. This office provides for the registration, licensing and systematic inspection of all residential rental units in the City. This office runs the Pre-sales Inspection Program and fields complaints against problem properties.

Trades Licensing - Electrical, Plumbing & Sheet Metal

Building Permits and Inspections coordinates and/or administers the electrical, plumbing, and sheet metal licensing tests.
